i only know that it is base on javascript, because i disabled it and it didnt work

can someone describe it to how can design a website like this, the technologies and so on

That’s called “parallax”. In their case it’s a combination of custom code http://hotdot.pro/static/js/parallax.js (comments are in Russian) and some jQuery plugins. Google for “parallax” and you’ll get a lot of info.
