This release marks a new milestone in the development of Yii framework. It is very special because it is the first release since Yii was moved to GitHub. It has since then received tremendous contribution from our awesome community, including feature development, bug fixes, unit testing, and translations. We hereby thank all people who invested their time and brainpower in getting Yii better: resurtm, DaSourcerer, cebe, suralc and many others.

HTML5 support in CHtml, CJavascript, except scenario validation, … … … …gr8 work.

Nope. Check changelog. There are more than 100 lines. As for the guide, I think it’s all mentioned at the page you’ve linked.
