I’m usually content with avergae load times < 0.3s. And everything lower than 0.05s makes me very, very happy 
That’s the numbers for the frontend, though. I don’t mind if some statistics in the backend take up to 1.2s to render.

It depends from the site!!
maximum 1 sec is very good but 250ms is excellent
google (for me without query) loads in 300ms (without cache)
google with a mean query loads in 500ms (without cache)
so it is dependent by many parameters…
