Can I use Yii2 bootstrap and JQuery UI widgets to create a vertical splitter panel that is collapsible and re-sizable?

Yes you can. There is an extension for this that have a lot of Jquery plugins ready to use in yii. Yiibooster

Sorry, I meant horizontal splitter panes and not vertical. Here is a link to a simple example using jquery.
