I’m in the same situation. I decide to start the rewriting based on yii1 and what I know about yii2, so I can progress the development and make it as easier as possible to upgrade to yii2.

Use 1.1. Remember that when code is in alpha even API isn’t fixed. So what was done Monday can be broken by Friday easily.
Oh, never mentioned it, but after asking for more info about the development progression some time ago, I must say that the roadmap wiki page for yii2 on github is that info I was looking for.
