When viewing a topic/post, we can see abbreviated monthname and day, but to see the year, one has to hover over it. And in certain cases there is no hover, like in search result.

What page exactly behaves like that? Is that about a forum or about a specific website page?
This is probably about forum - Discourse does not display year if date is from last year.
If there’s no year displayed, it’s last year. Not sure it worth changing that. Would add extra visual clutter.
If it would be just last year - ok. But there are posts from many years,
It makes it tedious and difficult to browse the forum for information.
You have year there: “Sep '18” = “September 2018”.
