In non-MVC sites, I put the additional javascript scripts like a tootltip in a /js folder.
But in yii where is the best place for this scripts and where call it. In root like /css or /assets, in a widget, …I don’t know.

Your choice, I just created a "scripts" folder at the root for js that i use globally.
/js is a solution. But in a wdget if it is part of it; this makes it more reusable.
