PHP warning: Failed to open stream: Permission denied

Hi here, I’m trying to upload my profile pictures to an apply form of a website running on Yii Framework v1.1.

This event is a very important to me so i really need help for solving this error. Is it my fault or server misconfiguration?

The error is in the attached file (a html page with warning info).

go to FTP and see permission of your file (gallery)!

I’m just an applicant, not webmaster at that site. So it is the misconfiguration of that site, not my images?
