Need a Dev to create api

I have a mobile app. Need to give users from the mobile app mysql DB access to my yii 1.xx site web page.

Once they are logged in on the app, we will embed the web page from yii site, so they also have access to the “vip” page on the website.

Anyone here can do this ?
