Mars Batch Issue - Upgrade To 1.1.13?

I am using Yii 1.1.8 and am getting an error in MSSQL 2008 express (this works in MySQL) saying:

According to these posts here, this should have been resolved in Yii 1.1.13:

Do I interpret it correctly or is it just in the milestone for that version? If yes, how do I go from version 1.1.8 to 1.1.13?

Just look at the changelog and porting notes. :)
