You should search for errors in error log (probably in protected/runtime/appliaction.log).

Yii 1.1 is compatible with PHP 7.2. This forum thread was about a specific issue with the Windows build of PHP 7.2.19 and had nothing to do with Yii. And not only is it compatible with PHP 7.2, but the latest 1.1.22 version includes compatibility fixes for PHP 7.4.
